A Review on the Voluntary Medical Insurance in Korea

Abstract
When national industries improved and had achieved a firm economic base, it is natural that with this economic development, there should also be a social development.
Most developing countries hart concentrated their energies for economic development first. After they have had a good result, generally, they are implementing the social security system for national welfare.
In Korea, in the final year of the 4th National Economic Development Plan, 1981, we expect that the national per capita income will be more than $1,000. The Korean government will wait until then before it extends greatly the medical insurance system, which was started from 1961 just as a demonstration project.
This kind of social security system is necessary, not only for the equal distribution of medical services, but also for the preservation of healthy workers for the growth and expansion of industry.
But the voluntary medical insurance movement, which was begun by the devoted community leaders such as doctors, social workers, businessmen and pastors, who participated voluntarily, has had a lot of difficulties because there is no comprehensive health planning and nor administrative and financial support from the government.
In conclusion, it is strongly urged to be implemented as follows:
(1) The government should provide a detailed and bold administrative and financial base including legislation to project the voluntary medical insurance.
(2) A budget for the implementation of medical insurance must be given before the government applies the national welfare pension system.
(3) There should be a balance between available medical services and consumers for economic and sound health management and control. To introduce such a balance, a sound innovation of present health delivery system is required.
(4) A medical insurance bank is required to centralize financial control.
(5) The necessary funds, could be raised through an insurance lottery.
(6) Thc national economic and social development plan will hardly succeed without voluntary participation of the people involved. There are lot of problems to be solved such as organizing and educating people for the voluntary medical insurance movement like the Korean Blue Cross Medical Cooperative, but if we build on the experience gained and available data, we will have a bright future.
(7) There must be a new government medical insurance policy to cover the 70% middle income group through self-help medical cooperative.
